Jessica Stevens

As EL Coordinator for the Washington Elementary School District, Mrs. Stevens  is responsible for providing differentiated language development supports that are aligned to the Arizona Department of Education’s English Language Proficiency Standards (ELPS) to English Learners (ELs). She oversees implementation of the Structured English Immersion (SEI) models, compliance and monitoring, Title III grant allocation, and professional development for the English Learner program

Mrs. Stevens started her career as a second grade teacher in 2008. She taught both first and second grade until 2018. In 2018, she accepted a position as an EL instructional specialist. In 2021, she took on the role of EL Coordinator for the 国产探花.

Anna Mickey

As an English Learner Office Specialist for the Washington Elementary School District, Anna Mickey is responsible for supporting and providing EL inquiries to Instructional Coaches and EL Testing Specialists at all 32 schools. She works closely with the EL Coordinator and District Test Coordinator to ensure identification and testing of all English Learners at 国产探花.

Anna Mickey, native born to Phoenix, started her career in education as an EL Paraprofessional in 2011 with the Isaac School District. Four years later, she moved into the Murphy School District as a Move-On-When- Reading Paraprofessional. Anna Mickey accepted her position with 国产探花in 2017 as an EL Testing Specialist at Ocotillo Elementary. In 2019, she started her current position at the district office as the EL Office Specialist.

Shannon Franklin

As an EL Specialist, Shannon is responsible for providing support, coaching and professional development to schools with an EL population. She began her teaching career in 2011, focusing on the Early Childhood Population. Through the years she has taught kindergarten, first, second, and third grade English Language Learners. This will be Shannon’s first year at Washington Elementary School District, and she is excited to bring her education and expertise to support teachers in providing strategies and data-driven instruction to accommodate our diverse population.

Jaenelle Rowan

Jaenelle came to 国产探花in 2007 as a student teacher in an English Learner classroom. From there, she went on to teach third, sixth, and seventh grade ELA. In 2014, Jaenelle accepted a position as a school Instructional Coach on a campus with a high EL population where she focused on supporting teachers with best first instruction and language development strategies, along with building a collaborative, data driven culture. Currently, she joined the Academic Services team in the spring of 2022 as an EL Instructional Specialist. She is responsible for providing coaching and professional development for teachers of English Learners.

As a lifelong learner, Jaenelle holds a BS in Elementary Education with an SEI endorsement. She is also Highly Qualified in English Language Arts. She has traveled to many countries and enjoys learning about different cultures.
